Not quite. Compost is good at creating a healthy soil for plants to grow in, but soil conditioner is good for rapidly restoring soil that is in poor condition back to health. Soil conditioner is particulalry helpful if you want to make the soil more breathable, able to retain more moisture, and to bette balance the pH.
Late September to early October. Most plants top growing around this time, and don’t start again till spring. So it’s easier to get to work on restoring the soil content now, so the plants can get ready to grow again in the New Year.
